Have repaired plenty of high strength steel drill masts with non Lo-Hi rods. Lo-Hi is good for med to high carbon and crack sensitive steel. It has been swaying and shaking since 1968! Lo-Hi is not needed for mild steel, this has been discussed to death. The crushing building I started work in was made of steel beams welded with E7024. Not going to start a huge debate, but if you are welding mild steel then 7014, 7024 or even 6013 are just fine. Mind you if code says E7018, then of course you must use it.
